He's just quoting Carlotta Perez. But he doesn't get it quite right, we're in the installation phase for some technologies and the deployment phase for others.
Thanks for mentioning Carlotta Perez. I found a fairly recent (Aug 2017) article by her and cohorts that discusses these "installation" and "deployment" phases. It's a more optimistic article, so I created a separate post:
Yeah, he's kind of focusing on only his field, but that's OK. AI and genetic engineering are clearly just getting started, but if it's not in his field then it might make sense for him to not care.
