Why is law so inaccessible?

I've always thought about trying to scrape government websites for law changes and drafts, shift them onto github and give the respective politicians clearly labelled pseudo accounts in an organisation in which they all vote on pull requests.



If you take a look at different states online legislation you will see the level of tech is very poor. I would say it's around 2000-2001 standards even if the platforms are newer.
