When we looked at installing solar on our house in Sweden the calculations showed that in winter we'd produce about 20% of the power IIRC. I just had a look for a source and I could only found this [1] which might be more like 10%.
That said Sweden is quite extreme, all of the US save Alaska get much more sunlight in winter.
